 Description Of Job  This 
 Division of Innovation, Strategy & Delivery (ISD)  is responsible for understanding and implementing business specific goals related to technology for the Department of Revenue (DOR). This includes a high performance team that drives new innovation and continuous improvement for all divisions within DOR. The Division works in partnership with Office of Information Technology (OIT), internal/external stakeholders including vendors and customers. It emphasizes business value, quality of service, system integrity and stability expected of a world-class business innovation group that supports the high growth and ever-changing Agency needs to service the people of Colorado. 
 What We Do  The 
 Delivery Team  is responsible for development support for many core business systems used by Divisions of DOR. Staff are currently implementing upgrades to the DRIVES and GenTax systems, which are vital to implementing recently-passed legislation and preparing for the April 2026 tax filing season. The Delivery team provides system enhancements, maintenance and production support services to meet DOR initiatives and is accountable for exceptional development quality, timely and accurate communication and the application of best practices to all initiatives. 
 Primary Duties  -  Work with fellow Business Analyst III’s to further grow in the areas of business analysis, process management, process improvement, software delivery lifecycle management, software delivery tooling, development, best practices, work product quality and completeness.  
-  Provide input and feedback to assist in the development and implementation of new processes, operational reporting, or other artifacts with the goal of improving the efficiency, quality, capacity, and velocity of the development team.  
-  Improve and maintain the organizational efficiency and productivity of the development team and the overall quality of solutions being developed for the stakeholders.  
-  Facilitate, guide, and oversee discovery and requirements elicitation sessions to identify system and business process improvement opportunities.  
-  Create, review, provide guidance and refine requirements developed by stakeholders or other members of the development team.  
-  Conduct meetings, presentations, and/or training to share ideas, document findings, and improve overall team efficacy.  
-  Develop, revise, and perform testing activities which validate solution designs derived from business requirements.  
-  Respond to questions and concerns from leaders and executives with unbiased supporting research and actionable recommendations.  
-  Determine how best to respond to customer requests in a manner that will promote customer service and transparency and deliver regular, necessary, and agreed status reports to all stakeholders.  
-  This position will have rare but occasional in office meetings at our Denver office.  
 
Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights  Residency Requirement: This posting is only open to residents of the State of Colorado at the time of submitting your application. 
 Class Code & Classification Description  H1C3XX ANALYST III 
 Experience  Minimum Qualifications:  Six (6) years of progressive professional experience in business analysis, or other experience directly related to the work assigned to this position, which must include at least one of the following as part of the six (6) years. 
 -  At least 1 year working with the Colorado DRIVES application in a State or County front line facing position --or--  
-  At least 1 year working with the Colorado DRIVES application in a technical or telephone support position --or--  
-  At least 1 year working with the Colorado DRIVES application as a State or County trainer.  
 
 OR 
 Education And Experience  Bachelor's degree from an accredited institution in business administration, public administration, computer science, information systems, or a closely related field. 
 AND 
 Required  Two (2) years of progressive professional experience in business analysis, or directly related experience which at least one (1) year within the two (2) years of required experience in a position working with the Colorado DRIVES application in one of the following ways: 
 -  At least 1 year working with the Colorado DRIVES application in a State or County front line facing position --or--  
-  At least 1 year working with the Colorado DRIVES application in a technical or telephone support position --or--  
-  At least 1 year working with the Colorado DRIVES application as a State or County trainer  
 
Substitutions: Additional appropriate experience may substitute for the degree requirement on a year-for-year basis. 
 Preferred Qualifications  -  Additional years of:  -  Colorado DRIVES application usage experience  
-  Colorado DRIVES application technical support experience  
-  Colorado DRIVES application training support experience  
-  State of Colorado or Colorado County front line experience, preferably Motor Vehicle customer facing roles  
 
-  Additional years of demonstrated experience with:  -  Software Development requirements elicitation  
-  Agile User Story development and refinement including story splitting  
-  Development feature, timeline, and scope negotiations  
-  Meeting facilitation with large groups of diverse stakeholders  
-  Testing enterprise applications  
-  Training enterprise applications  
-  Bug tracking and management  
-  Documentation of As-Is and To-Be business processes  
-  Vendor, Team, and Stakeholder relationship management  
-  Leading, Collaborating and Supporting projects and strategic initiatives with tight time timelines and budgets  
 
-  Knowledge of Colorado statute, rule, and law and how each impacts software development requirements  
-  Agile, Scrum, or Business Analyst Certification

 Pursuant to the Universal Driving Standards Policy , any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle. 
 To Be Compliant With The New Fleet Vehicle Policy, Motor Vehicle Records (MVRs) Will Be Pulled For Review For Workers Who 
 -  Have an assigned State fleet vehicle  
-  Are required to operate a vehicle as part of the position  
-  Utilize a State fleet vehicle as a pool vehicle
