Job Description and Duties

Under general direction of the Staff Services Manager Ill (SSM Ill), the Staff Services Manager I (SSM I) position is responsible for planning, organizing and directing the work of the Estimates Unit staff to prepare the local assistance regional center caseloads and cost estimates for inclusion in the state's budget process. The unit is also responsible for preparing estimates of the fiscal and caseload impacts of proposed state and federal legislation, proposed regulations and program policy changes, and Public Records Act and other inquiries.  

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

This position is eligible for Recruitment and Retention pay differential 412.

Working Conditions

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. Incumbent must live and work in California.  All commute expenses to the reporting location will be the responsibility of the selected candidate.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

Requires working under fast paced conditions and irregular hours during peak workload periods or high-priority assignments.  This position requires the incumbent to maintain excellent, consistent and regular attendance.  Complete assignments in a timely and efficient manner; and adhere to State and departmental policies and procedures.  This position is a hybrid, in-office/telework position, and may be subject to change. Special Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Knowledge of: Understanding or willingness to learn the Department’s organizations, technology, and processes.  State budget and accounting structures and processes. Regional center service code structures and processes.  Federal Centers for Medicare and Medicaid Services (CMS) funding mechanism and processes.  Experience and advanced proficiency in using Microsoft Office Suite, MS Teams, Zoom, and SharePoint among others.  Excellent analytical skills with demonstrated ability to work independently, think logically and creatively, apply a range of analytical and research tools, identify gaps and opportunities for improvement, and make sound recommendations.   Advanced Excel and data analytics skills.  

Ability to: Exercise initiative, good judgment, honesty, and make timely decisions while maintaining positive and trusting working relationships.  Plan, organize, communicate, and adapt to changing assignments and priorities under stressful conditions and irregular hours, and work effectively under pressure to meet deadlines.  Excellent communication and presentation skills to present information and maintain a strong engagement to all levels of our community, including management and colleagues.  Maintain excellent, consistent and regular attendance.  Effective team management and the ability to present complex fiscal information in an easy-to-understand format.
