Job Description

Summary Statement
 
The Investigator / Office Manager is responsible for conducting criminal and administrative investigations for the Morton County State’s Attorney’s Office and for managing the daily administrative operations for the office.  This dual role provides professional investigative support to prosecutors while ensuring efficient and organized office management.  This position require strong analytical, communication, and organizational skills, as well as discretion and the ability to handle sensitive and confidential information.

Principle Duties and Responsibilities

Investigative Duties
  • Conduct criminal investigations in coordination with the State’s Attorney, Assistant State’s Attorneys, and law enforcement agencies.
  • Interview witnesses, victims, and defendants as directed; obtain and preserve statements and physical evidence.
  • Review police reports and supporting documents to identify additional investigative needs or inconsistencies.
  • Locate and serve subpoenas and other legal documents; ensure witnesses appear for court proceedings.
  • Prepare investigative summaries, reports, and exhibits for trials and hearings.
  • Testify in court as needed regarding findings, evidence collection, and case development.
  • Maintain strong liaison with local, state, tribal, and federal law enforcement partners.
  • Assist in trial preparation, including organizing case materials, exhibits, and witness coordination.
  • Conduct background checks, criminal history searches, and digital research.
  • Maintain confidentiality of all case-related materials.
  • Other duties as assigned by the County State's Attorney.
Office Management Duties
  • Oversee and coordinate the daily administrative operations of the State’s Attorney’s Office.
  • Supervise administrative staff, including assignment of duties, performance review, and training.
  • Manage office budget, supplies, and vendor relationships; ensure fiscal accountability and proper procurement.
  • Develop and implement office procedures and policies to ensure compliance with County and State regulations.
  • Oversee file management systems (digital and physical) and ensure proper retention and security of records.
  • Coordinate calendars, meetings, and court schedules for attorneys and staff.
  • Serve as primary point of contact for interdepartmental communication and public inquiries, in coordination with the Public Information Officer.
  • Prepare reports, correspondence, and statistical summaries as requested by the State’s Attorney.
  • Support victim/witness staff and other administrative personnel during peak caseload periods.
  • Other duties as assigned by the County State's Attorney.

Demands and Environment

 
  • This position involves both office and field work.  While much of the work is sedentary, investigative duties may require standing, walking, driving, and occasional lifting of up to 25 pounds.
  • Exposure to crime scenes, emotionally charged environments, and sensitive information is common .
  • Standard office equipment will be used daily.
  • This position may require occasional evening or weekend work depending on case demands.
Education, Certification and/or License

Associates Degree in Criminal Justice, Law Enforcement, or related field; 
Bachelor’s Degree and three (3) years of experience in public or private investigations preferred;
Valid North Dakota Driver’s License required.
Background investigations preferred.
Must possess a clean personal background and employment history suitable for credibility in court testimony and for access to sensitive or confidential information.

Knowledge, Skills and Experience

 
  • Knowledge of investigative techniques, evidence handling, and courtroom procedures.
  • Familiarity with North Dakota criminal statues, court rules, and law enforcement systems.
  • Ability to prepare clear, concise, and detailed reports.
  • Strong interpersonal skills and professionalism when dealing with victims, witnesses, and the public.
  • Ability to organize multiple priorities and meet deadlines.
  • Proficiency in Microsoft Office and case management software.
  • Ability to maintain confidentiality and exercise judgment.
Supervision

Supervises work of others, including planning, assigning, scheduling and reviewing work, ensuring quality standards.  Is responsible for hiring, terminating, training and developing, reviewing performance and administering corrective action for staff.  Plans organizational structure and job content.

Received: This position will be directly supervised by the County States Attorney.
Exercised: Supervises seven or more employees.
